Aileron Hinge Stub crack

Having stripped my right wing ready for re-covering, I have found an odd repair on the Aileron Hinge Stub ( Item 51, 0422200)... It consisted of a doubler glued.. yes, glued onto the stub leading to the bearing. Having removed this I can see a crack in the rolled edge of the stub. See image, its on the lower edge 1/3 of the way from the wing end.

I know I can replace this rib, but is it possible to repair this?

The rib is a double rib... I assume that the double rib sections that hold the bearing blocks are spot welded together as I can see no rivet holes?
